Suspected heart attack - Defibrillator
There is a community defibrillator in a yellow case on the side of the Village Hall. Find more information on the Defibrillator Page. This can be invaluable in an emergency where someone is suspected of having a heart attack. It can shock a heart back into a proper rhythm and is much easier to use than you might think. In any case, you won't be alone - call 999 first, ask for ambulance and you will be talked through getting and using the defibrillator if it is needed in your circumstances.

Police
Non emergency, ring 101. In a real emergency always ring 999 and ask for Police.
Local policing. Permanently manned local police stations are now rare, and the stations at Woodbridge and Saxmundham are not permanently manned. We are covered by the Leiston Safer Neighbourhood team (SNT), part of the Halesworth 'locality', in turn part of the East Suffolk Area Policing Command. The Halesworth Locality and Sizewell Inspector (#1264) is Liz Casey, who is keen to keep in touch with communities. She says:
"These are certainly challenging times for Policing with the ongoing balance of resourcing and demand, however I want to reassure you we are here for you, to support you and our community. My ongoing plea is to ask you to let us know if you have any information you wish to share. You are the eyes of your community so please share any intelligence with us using our Community Partnership Intelligence page."
The SNTs for the East, West and South of Suffolk produce an update 'magazine' called Constable's County.
There is a national police website that gives you a wide-ranging insight into how policing works and publishes crime figures by area - www.police.uk
Ask the Police is a useful website that gives you in plain language all the facts about situations common and uncommon that you might experience. It also advises you about what to do. Their Topics from A to Z is a great place to start, or try their Home Page.
Police Connect is a free messaging service connecting you to the latest policing news for your area via e-mail, text or phone. You can register for this service by contacting Suffolk Police, see their website for more information www.suffolk.police.uk. This is also the right place to report something to the police, or tell them about something.
Anti-social behaviour is an increasing problem. It can take the form of:
- Vehicle crime and joy riding
- Substance misuse, drunkenness
- Vandalism, graffiti
- Assault and threatening behaviour
- Harassment of residents or passers-by
- Intimidating groups of young people in public places
- Racial abuse
- Verbal abuse
- Criminal damage
- Prostitution and kerb-crawling

For general information about Suffolk Fire Stations, look at the Suffolk Fire and Rescue Services website. To contact them for say a non-emergency rescue, 01473 260588, available Monday to Thursday from 9am to 5pm, and Fridays from 9am to 4pm. Call 01480 444500 for out of office hours.

Highways
Suffolk County Council (SCC) is responsible for public highways, which includes roads, lanes and byways, along with the 'furniture' alongside. You can find out more on the SCC highways section of the SCC website.
Do note that you have to report highways issues to SCC, not the Parish Council or District Council. Issues include:
- Blocked drain
- Bridge or highway structure damaged
- Cycle lanes or tracks dangerous or obstructed
- Drain - manhole cover damaged or dangerous
- Debris, weeds or mud on the road
- Flooding on a road or pavement
- Heavy goods vehicle incident
- Tree or hedge affecting the highway including fallen trees, grass cutting needed or other verge issues - there's a dedicated page for this
- Grit bin empty
- Sign or bollard unlit
- Missing or damaged barriers or guardrails
- Missing or faded road markings
- Obscured, missing or damaged sign
- Pothole
- Pavement defect
- Street light not working
- Traffic signal or pedestrian crossing not working properly

Public Rights of Way including Footpaths
You also have to report Public Rights of Way issues such as blockages and broken stiles to SCC, not the Parish Council or District Council. Just go to the PRoW reporting page.

Waterways, Flooding and Water Management
Kettleburgh has many waterways large (the Deben) and small. If you have a question about waterways, contact the Clerk, who can access waterway maps.
Unfortunately we also have a history of flooding, with some serious flood events. If you become aware of any flooding, use the SCC page Report a flood in Suffolk to alert the authorities. If it's an emergency, e.g. if a road needs to be closed, call SCC's Customer Services on 0345 606 6171. Out of hours still call that number, but you'll be connected to Suffolk Highways.
If you've been affected by a flood, there are national government advice and numbers for urgent enquiries and advice on what to do after a flood. This gives guidance for clearing up, getting the evidence for insurance claims, and support for those who don't have insurance.
If threatened by flooding, in extreme conditions you won't be able to stop flood water, and you should always put personal safety above attempts to protect property and possessions. But there are steps that you can take to keep water out, to buy yourself time to preserve property and possessions, and to limit the damage that flood water does - Limiting flood water risk and damage.
After a flood, you can stay healthy by:
- not using tap water if you notice a change in the colour, taste or smell - contact your water company if this happens
- not eating food that’s touched flood water
- throwing away food from a fridge if the electricity has been off for more than 4 hours
- throwing away food from a freezer if the electricity has been off for more than 24 hours
There is national guidance about food safety after a flood from the Food Standards Agency.
FloodRe is a government approved partnership scheme to help reduce the burden of increased insurance costs on homeowners. You can find more information about it, other partnerships and how flooding is managed as a whole in Suffolk by going to the SCC Flood Management webpage.
Kettleburgh Parish Council is working towards a local Flood Management Plan for the village that should link into the higher level plans in due course.

Electricity Supply
To report power cuts, whoever you buy electricity from, use 105 - the dedicated free national phone number.
This is also the right number if you come across damage to electricity power lines and substations that endangers people. If there’s a serious immediate risk, you should also call the emergency services using 999.
Dialling 105 will put you through to your local electricity network operator - the company that manages the cables, power lines and substations that deliver electricity into homes and businesses in their area. This is different from whichever company is managing your billing and metering.
You can also contact your electricity network operator about other things by normal phone, their website, or via social media.
If you're a vulnerable customer, you can sign up to the Priority Services Register.
Gas and Oil
The Nongasmap site shows that Kettleburgh is in Suffolk Coastal Area 002A, where 95.1% of homes have no access to mains gas in 2024.
There is a nationally operated option for joining an oil purchase syndicate: The Oil Club. Its local syndicate seems to cover Kettleburgh, Charsfield and Dallinghoo. Let us know if you experience any problems.
Waste and Recycling
East Suffolk District Council (ESDC) manages refuse, including recycling and local collection.
ESDC's waste management page provides all you need to know on the subject. To report problems such as Bottle Banks overflowing onto open ground, or fly tipping, use their 'Contact us' link on that page.
For most of the parish our regular waste collection day is Tuesday. But you can check your collection day by street and find out which bins are collected on which Tuesdays on the district council's “Bin collection day finder”. Recyclables are collected one week and non-recyclables the next. Please put your bins out by 6am each Tuesday and remove them from the roadside when they have been emptied.
The big thing to remember, is that any 'contamination' found in recycling will result in a whole batch being rejected, wasting your efforts and lots of other people's. So do make sure what you put in recycling is clean, with no food, drink or chemical leftovers and no non-recyclable materials. For example, you need to remove the soft plastic film wrappers very often found around plastic bottles before you recycle the bottle. Please please have a good look at the advice on ESDC's website (link above).
There are recycling centres for large amounts and specialist items that can't be put in your roadside bin, such as fats/oils, tetrapaks, batteries and electronic devices, at Stowmarket, Foxhall and Leiston. Book a Recycling Centre Slot. Note that you can't recycle soft plastic film, or anything made from it such as plastic bags, at these sites - it can only be recycled at a Sainsburys or other participating supermarket.

Fly Tipping
Some people are too lazy to recycle or correctly dispose of their waste. If you find fly-tipping, please report it direct to East Suffolk Council - how to report fly tipping.
There are thousands of incidents every year and it costs hundreds of thousands of pounds to clear the waste. This has to be paid for by taxpayers, as well as farmers and other landowners. The good news is, if reported promptly, illegally discarded waste can often be traced back to the owner. If a licenced waste carrier hasn’t been used, the owner will be fined, even if they didn't carry out the act itself.
If you want to help irradicate fly-tipping, remember the SCRAP code:

Check with the Environment Agency on 03708 506 506 that the provider taking your waste away is licensed
Refuse unexpected offers to have waste taken away
Ask what will happen to your waste

Mobile Library
Service 7 from Leiston (this still shows as Saxmundham in some places online) visits Kettleburgh every four weeks on Thursdays, and parks on the corner of Church Road between 3:15 and 3:30pm. Further information and future dates can be found at www.suffolklibraries.co.uk. The service is now a charity supported by the Arts Council, so please do use it if you can. There is also a library service at Wickham Market that is associated with a Resource Centre and hosts groups and activities. 01728 747216.
